Democratic police reform, security sector reform, anti-corruption and spoilers: lessons from Georgia

The Georgian police reforms of 2004–2006 provide a rare case rapid, large-scale, successful security reform. Lessons from Georgia challenge mainstream approaches to democratic reform, security-sector and elements prominent critiques. These often emphasise democratisation sectors include multiple actors in policing By contrast, the process was top-down state-led. Failure democratise has meant have not curtailed political interference only partially reduced impunity but vastly corruption, improved trust been sustained.
